Indecent Exposure Suspect Deemed Incompetent Following Arrest at Severna Park Trail Site

A 77 year old man has been deemed incompetent following an arrest for allegedly masturbating at a trail site in Severna Park.  

On June 4, 2020 at approximately 5:30 p.m., officers responded to the B&A Trail behind the businesses in the 500 block of Baltimore Annapolis Boulevard in Severna Park for a report of an adult male masturbating. Upon arrival, officers observed the suspect, Charles Edward Campbell, of Glen Burnie, masturbating and arrested him.

Mr. Campbell was later deemed incompetent and ordered to be held temporarily, according to court records.
