Annapolis Mayor Gavin Buckley Appoints New Transportation Director

Mayor Gavin Buckley today announced the appointment of Annapolis' new Director of Transportation.  

According to the announcement, Gavin Buckley conducted the swearing-in of the City’s new Director of the Department of Transportation, Markus Moore on October 27.  Moore was unanimously approved by the Annapolis City Council at their Monday [Oct. 24] meeting.

Moore has worked for the City of Annapolis since 2015. His most recent posting was Transportation Superintendent. Moore holds a Bachelor’s degree in Economics and Business Administration. With nearly four decades of transportation and transit experience, Moore exceeds the City Code requirements for the position (which requires “knowledge and experience in the field of public transportation and at least three years of supervisory experience”). 

The last permanent director, Rick Gordon, retired in April of 2021. In the position since that time has been Acting Director Kwaku Agyemang-Duah who will remain on at the Annapolis Department of Transportation as Deputy Director.

He has the experience to manage the department and the vision to lead it into the future,” said Michael Mallinoff, Annapolis City Manager. “Cities across America and around the world are dealing with a changing transportation landscape - more electric vehicles, rideshare options, and alternative modalities that need to be integrated into the way we do business. I also owe a debt of gratitude to Acting Director Duah for filling in for an extended time period. Thank you Kwaku!” 

The Annapolis Department of Transportation is responsible for a portfolio that includes bus and public transportation services; management of the City’s vendor(s) who operate city-owned parking garages and lots and City residential parking; licensing, inspection and regulation of taxicabs; oversight of regional, state and federal plans and programs to improve local and regional transportation; and local programs including “Bike Annapolis,” State Shuttle, Downtown Shuttle, and ADA Paratransit Service.  The Annapolis Department of Transportation employs a staff of 50. 

Moore will earn $162,535 per year.
