Authorities Announce Arrests in Connection with Series of Retail Thefts Across Anne Arundel County
The Anne Arundel County Police Department last week provided information regarding the recent apprehension of three individuals implicated in organized retail theft.
This group is allegedly responsible for targeting high-end fragrances at Ulta stores across multiple jurisdictions between August 2024 and March 2025, which resulted in significant losses for retailers in the region, according to sources connected to the investigation
The Anne Arundel County Police Department, in collaboration with other police departments, successfully identified and dismantled this criminal operation, the crimes of which led to approximately $190,000 in losses. Within Anne Arundel County, the following theft cases were recorded:

\* 12/27/2024 - Theft - Ulta Beauty - 2566 Solomons Island Road, Annapolis
\* 2/20/2025 - Theft - Ulta Beauty - 2566 Solomons Island Road, Annapolis
\* 2/27/2025 - Theft - Ulta Beauty - 1410 S Main Chapel Way, Gambrills
\* 2/27/2025 - Theft - Ulta Beauty - 8048 Ritchie Highway, Pasadena
\* 3/3/2025 - Theft - Ulta Beauty - 2566 Solomons Island Road, Annapolis
\* 3/16/2025 - Theft - Ulta Beauty - 1410 S Main Chapel Way, Gambrills
\* 3/24/25 - Recovered Stolen Auto - 2002 Annapolis Mall, Annapolis
The crimes committed in Anne Arundel County resulted in an estimated $107,000 in losses.
On March 24, 2025, the Fairfax County Police Department notified the Anne Arundel County Police Department regarding the potential location of a suspect vehicle. Officers were able to locate the vehicle at the Annapolis Mall, where three suspects were taken into custody.
Damari Darrell Cousar, (pictured on the left), 21, of Washington D.C., is charged with Motor Vehicle Theft in Anne Arundel County, Armed Robbery in Montgomery County, Grand Larceny in Prince William County, Grand Larceny with Intent to Sell, and Conspiracy to Commit Larceny in Fairfax County. Cousar is currently held at the Jennifer Road Detention Center without bond, awaiting extradition to Fairfax County, and is a suspect in crimes committed in Anne Arundel County.
Rasaan Carlos Washington (pictured on the right), 28, also of Washington, D.C., faces charges including Motor Vehicle Theft in Anne Arundel County, Felony Destruction, Grand Larceny, and Conspiracy to Commit Larceny in Montgomery County. Washington is held at the Jennifer Road Detention Center without bond due to Failure to Appear warrants and is a suspect in the crimes in Anne Arundel County.
A 17-year-old male juvenile is a suspect in this organized retail theft operation and has been charged with Rogue and Vagabond, Unlawful taking of a Motor Vehicle, and Unlawful Removal of a Motor Vehicle in Anne Arundel County.
